After Cleisthenes' reforms of 508 BC, the adult male citizens of Athens met on the Pnyx hill to debate and vote on laws and war, and filled juries and many offices by lot. In the same century the city built the Parthenon on the Acropolis. The system excluded women, slaves and foreigners, yet it remains the reference point for later democracies.
