Ordered to sea for a last battle against the Royal Navy, sailors of the German High Seas Fleet refused. In Kiel, protests for the release of arrested mutineers turned deadly on 3 November 1918, and by the next evening some 40,000 sailors, soldiers and workers held the city under a soldiers' council. The revolt spread across Germany, hastened the armistice and brought down the Kaiser within a week.
