Proclaimed in May 1918 as the Russian Empire collapsed, the Azerbaijan Democratic Republic was the first secular parliamentary republic in the Muslim world. Its parliament, which included Armenian, Russian and Jewish members, gave women the vote on equal terms with men, ahead of many European countries. In April 1920 the Red Army took Baku, and Azerbaijan stayed Soviet until 1991.
