Berlin Conference and the Scramble for Africa

Bismarck gathered delegates of fourteen states, Germany included, at his official residence on Wilhelmstraße to settle rival claims in Africa; no African was invited. The final act set rules for claiming coastal territory, recognised King Leopold II's Congo Free State and opened the Congo basin to free trade. It became the symbol of the European partition of Africa, which left only Ethiopia and Liberia independent by 1914.
