Delegates from Britain's North American colonies met at Charlottetown and Quebec City in 1864 and drafted a federal union. Under the British North America Act, the Province of Canada, Nova Scotia and New Brunswick became the Dominion of Canada on 1 July 1867, governed from Ottawa, which Queen Victoria had chosen as capital a decade earlier. First Nations were not consulted on the new country.
