Foreign and finance ministers of the twelve European Community states signed the Treaty on European Union in Limburg's provincial government building in Maastricht in February 1992. It created the European Union, EU citizenship and a timetable for a single currency, later the euro. Rejected at first by Danish voters and only narrowly approved in France, it came into force in November 1993.
