In October 1922 Fascist squads converged on Rome, and King Victor Emmanuel III, refusing to declare martial law, asked Benito Mussolini to form a government. The regime then made the capital its stage: it cut a parade road through the imperial forums, built the Foro Italico sports complex, and laid out the EUR district for a 1942 world's fair that never opened. Mussolini spoke to crowds from Palazzo Venezia.
