For five years envoys negotiated in two towns, Catholic powers in Münster and Protestant ones in Osnabrück, to end the Thirty Years' War, which had emptied whole regions of Germany. The treaties of 1648 recognised Dutch and Swiss independence, settled the Empire's religious balance and gave its princes wide powers, and they are often cited as the starting point of a Europe of sovereign states.
