Ronald Reagan and Mikhail Gorbachev met for two days in Höfði, a white wooden house on Reykjavík's shore, and came close to agreeing to scrap all their nuclear weapons before the talks broke down over American missile defence plans. The summit looked like a failure, but the ground it cleared led to the 1987 INF Treaty, the first agreement to destroy a whole class of nuclear missiles.
