Angered by costly mining licences and violent licence hunts, Ballarat diggers swore allegiance to the blue-and-white Southern Cross flag at Bakery Hill on 29 November 1854 and built a stockade under Peter Lalor. At dawn on 3 December soldiers and police overran it; about 27 people died. Juries acquitted all thirteen men tried for treason, and the reforms that followed gave the vote to all adult men.
