Shocked by the wounded left untended after the Battle of Solferino in 1859, the Geneva businessman Henry Dunant proposed volunteer relief societies protected in wartime. A Geneva committee founded what became the International Committee of the Red Cross in 1863, and in 1864 twelve states signed the first Geneva Convention on the care of wounded soldiers, the start of international humanitarian law.
